Position Summary


Our Client is a leading construction firm in modular housing in Port Moresby-Papua New Guinea. They are now seeking a highly capable, hands-on, and commercially astute Estimation & Tenders Manager to lead and revitalise its estimating and bid management function.


This role is critical to driving sustainable growth and profitability through the preparation of accurate, competitive, and strategic bids across PNG CR’s service lines, including:


  • Modular accommodation camps and villages

  • Commercial and industrial construction (Light Gauge Steel (LGS) / Reinforced Concrete Construction / Steel / Modular & Prefabrcated)

  • Remote site infrastructure (mining, oil & gas, government)

  • Facilities management and integrated support services


The successful candidate will not only manage the tendering process but will also transform the department, introducing modern estimating tools, digital workflows, and best-practice methodologies aligned with international standards while remaining practical and grounded in PNG operating conditions.


Key Responsibilities


Estimating & Cost Planning


  • Lead the preparation of detailed cost estimates across civil, building, modular, and camp projects.

  • Develop first-principles estimates, including labour, materials, plant, logistics, and remote site allowances.

  • Prepare cost plans, BOQs, and pricing models aligned with client specifications and commercial strategies.

  • Ensure all estimates reflect PNG-specific constraints, including logistics, workforce, and supply chain considerations.

  • Conduct benchmarking and cost analysis to improve accuracy and competitiveness.


Tender Management


  • Manage the full tender lifecycle from opportunity identification through to submission and handover.

  • Coordinate multidisciplinary inputs (engineering, procurement, construction, HSE, logistics).

  • Develop high-quality, compliant, and compelling tender submissions.

  • Lead tender clarification processes and client engagement during bid phases.

  • Ensure alignment with contractual, legal, and risk requirements.


Commercial & Risk Management


  • Identify and assess commercial risks and opportunities within tenders.

  • Develop pricing strategies aligned with company margins, risk appetite, and market positioning.

  • Ensure inclusion of appropriate allowances for escalation, logistics, and remote delivery risks.

  • Support negotiation of contracts, including variations, EOTs, and risk allocation.


Department Leadership & Transformation


  • Lead, mentor, and develop the estimating and tendering team.

  • Establish clear processes, templates, and governance frameworks.

  • Drive a cultural shift toward accountability, accuracy, and performance.

  • Introduce KPIs and reporting mechanisms for tender success rates, accuracy, and turnaround times.


Innovation & Digital Transformation


  • Identify and implement modern estimating technologies (e.g. digital take-offs, cost databases, BIM integration).

  • Develop and maintain a centralised cost database specific to PNG CR operations.

  • Introduce automation and workflow tools to improve efficiency and reduce manual processes.

  • Drive continuous improvement initiatives across the department.


Stakeholder Engagement


  • Work closely with internal stakeholders (operations, procurement, finance, HSE).

  • Engage with clients, consultants, and partners during bid development.

  • Support strategic pursuits and key account management initiatives.


Key Requirements


Qualifications


  • Degree in Construction Management, Quantity Surveying, Engineering, or related discipline.

  • Professional accreditation (AIQS, RICS, or equivalent) desirable.


Experience


  • Minimum 10+ years’ experience in estimating and tendering within construction and/or resource sectors.

  • Proven experience in:

    • Modular construction and accommodation camps

    • Remote and logistically complex projects

    • Mining, oil & gas, or government infrastructure projects

    • Demonstrated ability to lead and transform an estimating function.

    • Strong understanding of PNG or similar frontier market operating environments highly desirable.


Technical Skills


  • Advanced estimating and cost planning capabilities.

  • Strong commercial acumen and contract knowledge (GMP, EPC, BOOT, etc.).

  • Experience with estimating software and digital tools.

  • High proficiency in Excel and cost modelling.
